The project involved surgically implanting a microphone, a radio transmitter, and an antenna into a cat in the hope that it could approach targets and transmit nearby conversations without attracting attention.

After years of development and millions of dollars in research, the experiment proved impractical. Cats were simply too difficult to direct and control in real-world situations, and the program was eventually abandoned.

One of the most widely repeated stories claims that the first operational cat was hit by a taxi almost immediately after being released. However, this detail is not confirmed by the declassified CIA documents. Former CIA officials have disputed the story, suggesting it became an enduring legend rather than an established fact.

What is not disputed is that the project consumed significant resources before the CIA concluded that animals could not reliably perform the mission. Declassified records later revealed the existence of Acoustic Kitty, making it one of the most unusual intelligence experiments ever undertaken.
